Eliminate Duplicate Blocks

Sometimes there's an editor bug where free blocks can be duplicated when copy/pasting or doing things with macroblocks and undo/redo. These can be a real PITA and are hard to get rid of. This is a simple application to remove those blocks. Sometimes it disagrees with Editor++ but it has been very helpful in a number of situations, so I polished it a bit.

Usage, either via CLI, or just drop a map onto the .exe file.
