Adds a custom language to trackmania

Currently only 'uwu' language that replaces most l and r with w, but I plan to add more in the future
Let me know if you have ideas, especially things that can be automated with a script

These languages are added to the game's language list so (in tm2020) can be selected or un-selected from settings-system-language, as well as from the plugin's menu

There are a few untranslatable text in the game, the plugin can now make those translatable. Currently this applies to the 'Ubisoft Connect' buttons and vista names [tm2020].

In ManiaPlanet and Turbo, you will need to select this language in the config launcher
